legs are recovering too early ...

How so John?
If there is anything to be critical about here, it's that his elbows are up too high pushing water instead of sliding through it. The timing with the legs appears to be right on, if he intends to kick his hands forward.

His back is also arched too much. Hide the butt... don't stick it out so high. In short, he could be MUCH more streamlined.

Dave...would it be legal for him to be performing a dolphin kick at this point?

I train my swimmers NOT to let their elbows stick out. Make your body able to go through the smallest hole possible. I think he should keep his hands closer to his chest, stacking them cross ways on top of each other, not letting his elbows stick out. If that makes sense?
